Justin Cumberlege leads the firm’s social housing and healthcare team, acting for registered providers, GPs, companies and NHS bodies which are breaking the mould for NHS primary healthcare provision, with particular expertise in commercial contracts and property developments.

- Negotiation of GMS and APMS contracts including the first APMS contract to a GP and an NHS Contract for Community Services to a private sector provider
- Advising on the establishment of a Community Interest Company for a GP Commissioning Consortium
- Mapping the introduction of the provision of private primary healthcare for a global healthcare company as a prospective new entrant
- Advising on the sale of goodwill by providers to the NHS
- Pioneering a route for mixed private/public finance before the introduction of PFI to build a polyclinic, using a charitable vehicle
- The merger of several charities through a Scheme negotiated with the Charity Commission and the incorporation of a charity as the umbrella organisation
- Supporting local authorities and NHS bodies in providing grant funding for regeneration projects

Having acted predominantly for National Health Service commissioners and providers since he qualified in 1991, Justin is passionate about improving primary healthcare provision which he believes starts with good social housing and education to maintain health, and having well designed patient pathways for the sick to speed recovery.Justin initated the Cass Healthcare Forum, a discussion group at Cass Business School, where people from different arenas in the industry discuss changes and future developments in healthcare in the UK. He recently completed his thesis for his MBA on the topic of GP consortia and the patient experience in NHS primary healthcare.
Justin has worked in Kenya, Germany and India before heading for a legal career in the City of London. In his spare time he enjoys riding horses, cycling with his wife on their tandem in the beautiful Kent countryside and various other parts of Europe. He is active in his local church, less active in his garden, and relaxes at the opera.
